Read these rulings today....

Q. If Primeape's "Top Drop" attack reveals a LEGEND Pokemon card with no HP printed on it, how much damage does it do (if any)?
A. No damage is done regardless of which LEGEND half is revealed by Top Drop, because even the half with HP written on it is not considered "a Pokemon" while in the Discard Pile. (Feb 4, 2010 PUI Rules Team; Feb 18, 2010 PUI Rules Team)

Q. Can I use cards that search for a Pokemon, like "Bebe's Search" or "Poke Ball" to get a Pokemon LEGEND card from my deck?
A. Any effect that lets you search your deck or discard pile or do something from your hand with "a Pokemon" will let you use that effect on one half of a Pokemon LEGEND set, but not both halves. (GS:Heart Gold/Soul Silver FAQ; Feb 11, 2010 PUI Rules Team)

These 2 seem to sort of contradict each other...
Does that mean you can't Palmer's Contribution LEGEND's back into the deck? Same goes for Pokemon Rescue, Flower Shop Lady, etc? Or why is Primeape's ruling ruled that way if it seems to contradict other rulings?
 
Because the don't print "Pokemon card" in the text because they don't want to confuse people who would think, "but aren't they all Pokemon cards?"

Of course, that now leads to this confusion.
When you're searching for a Pokemon card, you can get a Legend card because it is a Pokemon card.

When you are treating it like a Pokemon, like Primeape does, trying to copy an attribute for itself, then it's not a Pokemon and can't be used.

All those other cards you mention are searching for Pokemon [cards].
The "card" is assumed in the text.
