In honor of being on Team Speed Deoxys, I will base my card creation on the fastest Pokémon in the video game that can be called a 'grass' type in the TCG...Ninjask!

Ninjask Lv. 39 -80HP- [G]
Stage 1: Evolves from Nincada
Picture: Ninjask is flying so swiftly through a heavily wooded forest that it leaves a blurry trail after it. The leaves are knocked off the trees in its wake. A hanging Weedle appears to be spinning from its silken thread behind the Ninjask.

[Poke-Power] Jet In
Once during your turn (before you attack), choose 1 of your Active Pokémon and switch Ninjask with that Pokémon. If you do, prevent all effects of attacks, excluding damage, done to Ninjask during your opponent's next turn.

[.] Grab and Run
Put any 1 card from your discard pile into your hand. Then, switch Ninjask with 1 of your Benched Pokémon.

[G] Swift Impact 20
If Ninjask evolved from a Benched Nincada during this turn, this attack does 20 damage plus 50 more damage.

Another quick one for Speed Deoxys...

:grass: Ledian Lv. 34 - 80HP
Stage 1: Evolves from Ledyba
Picture: Ledian's shadow is cast upon the wall of an abandoned warehouse as it stands at the door looking into the near pitch-black building.

:grass: U-Turn 10
You may return Ledian and all cards attached to it to your hand. If you do, you may immediately attack with the new active Pokemon. You can't use this attack if there are any Ledyba or Ledian on your bench.

:grass::grass: Silver Wind 40+
Reveal the top 5 cards of your deck. This attack does 40 damage plus an additional 10 for each Pokemon revealed in this way. Shuffle your deck afterwards.

Weakness: :fire: +20
Resistance: :fighting: -20

Here's another speedy one for Team Speed Deoxys, Shaymin Sky Forme.

Shaymin Lv. 35 - 90HP
{G} type Basic Pokemon

Picture: Shaymin is standing next to several grass Pokémon. Those Pokemon are "praising" Shaymin, as it is the gratitude Pokemon after all.

Poke-Power: Aerial Entrance
Once during your turn, when you put Shaymin on to your bench, you may use this Power. Each player must draw a card.

Your opponent draws 2 cards.

{G}{G} Feedback
Count the number of cards in your opponents hand. Place that many damage counters on the Defending Pokémon.

Explanation: I knew exactly what I wanted to put on Shaymin, and I wanted it to control your opponents hand size. Lend Support is actually a solid attack to use, especially with Feedback coming Turn 2. The inspiration behind the attacks came from thin air, and I made it up as I went along. With Lend Support and Aerial Entrance, it shouldn't be hard to do a lot of damage with Feedback. However, it is blocked by Unown G completely, which IMO balances out the low cost attack.
