Cosmic Power

I'm sure i understand this, but would like confirmation. If by some odd chance i have two Claydol GE in play. Does this mean i can use Cosmic Power twice? As it doesn't say you can only use one cosmic power per turn.

Also when playing Dusk ball, it says

"Look at the 7 cards from the bottom of your deck. Choose 1 Pokemon you fine there, show it to your opponent and put it into your hand. Put the remaining cards back on top of your deck. Shuffle your deck afterward"

Now this includes Lv X Pokemon as well right? Also a Rare candy can't be used on a Lv X right?

Yes, each Claydol can use Cosmic Power.
One at a time, and totally finish the use of one before you can do another.

Level Up cards are Pokemon and can be gotten with a Dusk Ball.

Rare Candy evolves Pokemon. Leveling Up is not evolving, so you can't use it to Level Up faster.
