If I am behind in prizes and I have a non ex/gx in active with a counter energy only on active Pokémon with 2 retreat cost, can trainer manually retreat and discard the counter energy to pay the 2 retreat cost?

I believe you can, but this should be added to Compendium as this is a new mechanic in game just to clarify the specific application to retreats.

Yes you can. Not sure if it needs to be in the compendium, though.
The card is providing 2 energy.
