Cradily Evolution

I am discussing this matter with someone who wants to use Cradily (PLB 4) in their deck. I would like clarity on a few issues.

1. Can Lileep (CEC 10) be put into play via the Root Fossil Lileep Item card?
2. Can Lileep (CEC 10) evolve into Cradily (PLB 4) despite them both being Stage 1s? Is the name in the "Evolves from" text all that matters?
3. Can you use Rare Candy to Evolve Unidentified Fossil into Cradily (PLB 4) despite Cradily not being a Stage 2?

1. Sure. The card is named Lileep and that's what RFL says to search for and Play.
2. Yes. It is the "evolves from" that matters.
3. Rare Candy requires a Stage 2.
