This deck would never beat Vilegar..
Exploud - None of your Pokemon have weakness to psychic - what's the point?
Luxray - You're running an SP with none of the support engine. This isn't going to do much. Granted, it may be able to bring up the Vileplume, but you have nothing that's going to really KO the thing.
Flygon - Vilegar doesn't have any SP Pokemon, so why?
Ursaring - This doesn't belong in ANY deck
Blissey - Gengar SF is likely to one-shot things so healing is really meh.
If you want a deck that'll beat Vilegar, play Steelix w/Skuntank tech, or play T-Tar Prime. Or even a Luxchomp with Drifblim tech - Luxray brings up Vileplume, then you retreat the Lux to attack and kill/shuffle the Vileplume.

Getting Flygon Lv.X out, before Gengar Lv.X can use Level Down, then using Extreme Attack and defeat a Gangar Lv.X.
