D/P Lvl X question

ok i know that for deck building that the Lvl x pokemon count twoard the total allowed number of pokes. but can a Lvl x be used not to level up a pokemon?

ex. can i use a Rare candy to evolve my Bulbasuar into a Venasuar Lvl x? ( i know there isn't one just for ex use)

and if not then doesn't that make it a diffrent pokemon like an Ex was?
 
The concept of leveling up is new, so Lv.X cards may not fit exactly into our model for the game as we knew it prior to DP. Lv.X cards are an extension of the Pokemon they level up. As such, they only work in conjunction with that Pokemon. They have no stage printed on them and no "evolves from" information on them. In fact they actually say they must be placed on the Pokemon they level up, so you could not use them as an evolution card, even though leveling up does many things that evolving does, like clearing effects. Since they are considered to be the same Pokemon that they level up, you must limit yourself to 4 in total, in any combination. It is not the same thing as a Pokemon ex.
