When retreating does a DCE count as 2 energy?

A Double Colorless Energy always provides 2 Energy, whether used to pay an attack or retreat cost or some other cost or effect. But of course, it's still just one CARD.
You can even discard it AFTER an Energy card providing 1 Energy if you need to pay a 2 Retreat Cost (but why would you do that in most cases?)
