Deoxys df's Delta Reduction states that on your opponent's next turn, all damage done to Deoxys is reduced by 30. However, the Japanese card says that Delta Reduction reduces all of the Defending Pokemon's attack's damage by 30. In other words, the effect is on the Defending, not on Deoxys (for purposes of Reversal, Switch, etc).

How should this card be played?

Yes. Before applying Weakness and Resistance means the effect is on the opponent's Pokemon.
