My basic question is if i de-evolute one of my own pokemon can I evolve it in the same turn.

Player A candied his active basic into a stage 2.

Player b takes his turn

Player A plays Suprise! time machine he shuffles his S2 that he candied and the basic survives but he choses not to take a S1 from his deck. Can he on this turn evolve his basic that he devolved into a stage 2?
 
No. The rules in the rule book for normal evolving is stated to take this into account.
A Pokemon must be in play since the beginning of the turn in order to evolve it that turn.
So, if you devolved or evolved it that turn, no matter how, that Pokemon was not in play at the beginning of the turn. A different one was, the higher or lower stage.

But this is all for normal evolution.
Your question has a basic going to a Stage 2. The only way to do that is via Rare Candy.
Rare Candy is not normal evolution. It is evolution by effect.
That does not have to obey this rule.

So, to answer your stated question, no you can't evolve again that turn.
To answer your unstated question, yes, you can use Rare Candy to evolve after devolving.
