Dialga-EX VS G-Booster

Does Dialga-EX's Chrono Wind attack get negated by G-Booster? As in I can G-Booster and KO Dialga-EX.

Also let's assume Genesect-EX was in the active spot when hit by Chrono Wind.

That would have to be the case in order to prevent Genesect EX from attacking.
And, if Genesect EX was the Defending Pokemon, then it can't attack.
Since it can't attack, you never get to the text about G-Booster ignoring effects.
So it can't attack at all, regardless of having G Booster attached.
