Lv. X Pokemon have the option to use any "attack, Poke-Power or Poke-body from its previous level."
'Disable' prevents a specific attack from being used.
Lets use: Empoleon and Emploen Lv X
Can Player A use 'Disable' on 'Ice Blade' if Player B's Active Pokemon is Empoleon Lv. X.
I have see the rulings referencing Memory Berry and Meteor Falls, to which the answer would be no, but this is a tad bit different. Memory Berry and Meteor Falls are effects from another card (an outside source), whereas with Lv. X pokemon, it is the card itself and actually treated as the same card. The Lv X always has this option; however, in the other case, it is dependant of the card that is causing the effect.
I say that it is treated as one card because if an effect was to remove the top evolution of a Pokemon, it includes the Lv X and the level right under it.
