Sometimes a Farmer just has to re-hoe the same row, y'know? Holon Farmer is doing exactly that with a ruling reversal. Check his sub-section in the Compendium EX for the reversal AND MORE!
You CAN do-over a search from a previous turn that came up empty, if you are allowed to do the search again the next turn. For example, if you used Deoxys' Form Change last turn and found no Deoxys to change, you COULD do it again next turn. Such do-overs COULD get a stalling call in some situations, so 'be polite' to your opponent! Check out the Draw Pile / Discard Pile / Searching section of the Compendium EX for the accurate details.
There is also a HOLON ENERGY GL ruling you should have figured out, too!
BTW, the game start procedure has changed beginning with Delta Species. The procedure is in the rule book from the Pre-constructed Decks and is further explained in this post by Master Trainer Mike Liesek of Pokemon USA. The new procedure applies to all tournaments and we'll check the Compendium for consistency ASAP.
