Say i turned Dodrio dark type with Weavile's dark engage. And say it had a Special Dark Energy. If I used its Triple Peck attack would it do 40 damage to each pokemon instead of 30? Also, what if I added pluspowers/strength charms?

Please read those cards and you will see your answer.
They only add to damage done to Active Pokemon.
So, if an Active is damage, that is increased.
If Benched Pokemon are damaged, that is not increased.
