I was unable to post a follow-up question to PokePop's reply to my initial query about the old Double Rainbow Energy card:

So I guess I'll have to start a new thread:

If I wanted to discard a Double Rainbow Energy card from my Active Pokemon, could I retreat the Active Pokemon, paying the retreat cost with the DRE, and then send that same Pokemon back out to resume play as my Active Pokemon?

You can use the DRE to pay a retreat cost of one or two energy, yes.
To get it back out, you'd need a Switch or Warp Point or something, since you can only retreat once per turn.
