Are you allowed to attach zero energy cards with Groudon's Drought or Kyogre's Drizzle?

Groudon's Drought:
( ) Choose up to 2 basic :fighting: Energy cards in your hand and attach them to 1 of you Pokémon.

Kyogre's Drizzle:
( ) Choose up to 2 basic :water: Energy cards in your hand and attach them to 1 of you Pokémon.
