I don't understand why there is a DP Promo called tropical winds and it was only obtainable at worlds. Not to mention there is another one with hoenn starters on it. Why is this the case? Care to comment anyone?

It is nothing new, each year at Worlds they give out a special Promo card available only to the World Tourney participants. There will be a new one this year in Orlando. Also there are 3 special Promos that are only given to the top 3 finishers in each age group. (I have never understood why the Poor 4th place person gets left out. Surely they played well enough to deserve a special Promo card of their very own.)

And dont forget that there will be a new promo card this Spring for the Winners of Battle Roads (A Tourney that I just cant ever seem to top cut in).
