Dragon Energy provides every type of energy but provides two energy at a time. If the Pokemon Dragon Energy is attached to is not Dragon type, provides :colorless: energy instead.

There's not gonna be any Dragon Energy in the Dragon Set.

You're right, we have no Energies that are both basic and special, and this isn't CAC so nothing can be created for fun.

Maybe instead of otherwise providing :colorless:, it provides Dragon Energy. Providing, of course that there are going to be Dragon Energy requirements.
