Depends. If it's a black star promo, yes. If it's a separate set, no, unless the checklist says otherwise.
Actually, Section 15.5. of the Floor Rules leads me to believe it will be legal whether or not it is a Black Star Promo
15.5. Unreleased Cards
From time to time, players will acquire cards from a new set prior to its regular release date, usually via a Prerelease. These cards may not be used in sanctioned tournaments until the regular release date of the set, as outlined in Section 16, with one exception. Cards that are already tournament legal which have been reprinted in an unreleased set may be used as long they are easily identifiable as a reprinted card. This is typically only an issue when a reprinted card receives new art, though other factors may create a similar issue. These cards should always be played with the most recent wording of the tournament-legal version of the card.
In the event the cards in this "Dragon Vault" box contain a Rayquaza (or other reprint) with a different set symbol, I would be inclined to believe that would be refered to as a new "set" as referred to in the first line.
But, I almost expect a reprint of Chomp/Hydreigon lines or something in these.
However, this line makes me wonder...
We can provide a international exclusive in association with Pokecollection, the Pokemon Dragon Vault Box, will be released later this year, with a whole new direction to the ordinary box releases.
Box containing 5 card packs similar to a mini set, as it was in Japan? Could be. I'd laugh so hard if this is the case and Rayquaza was made a "Secret Rare" there too.
