First, tournament play continues for three turns after time is called. So, at that point...
There are no draws in Pokemon.
If players are tied on prizes, play continues until one player has less prizes than the other.
Not sure what you mean by "and the same thing happens".
If you mean, what happens in a sudden death game if no prize is drawn, then play continues until a prize is drawn.
If you mean, what happens if both prizes are drawn at the same time, then a new game of Sudden Death is played. This repeats as often as necessary or until the judge determines that the players are trying to tie, in which case Double Game Loss is an option.
The DPL player would win since they have less prizes than their opponent.
