Dunsparce - can you Strike & Run with an empty bench?

I encountered this situation personally during the Top-8 at Worlds. After checking with the PCL guys, they determined that this is not permitted.

Q. If you have a full bench can you "Strike and Run" for 0 basics, shuffle your deck, then switch with a benched Pokemon?
