Hello, I was wondering if I were to use Duskull's Revival attack and force my opponent to put a Trubbish onto their bench, are they allowed to evolve it into a Garbodor on their next turn? Or will they have to wait a turn?

They already have waited a turn. From your turn to their turn.
In any event, "waiting a turn" is not the rule.
The rule is that the Pokemon has to have been in play at the start of the turn that they wish to evolve it. And it has.
They can evolve it right away on their turn if they wish.
