Effects vrs Safeguard

I came across this situation and was wondering if it was handled correctly. Banette CGs Safeguard Vrs Manectric's Disconnect. Would it be correct that I would not take the damage but since the "effect" is on the player it would still work, or would safeguard stop both the damage and the effect?

The effect is attached to the player, not the Pokemon. Safeguard would not prevent Disconnect's effect (beyond stopping the damage portion).
