Here are my suggestions:

-4 :lightning energy
-4 rare candy (only good in decks with stage 2's)
-2 stantler
-1 zapdos ex
-2 eevee (POP 3)

+2 eevee (UF)
+2 rayquaza ex d (the one you're already using)
+2 night mantinence
+3 holon mentor
+2 scramble energy
+3 strength charm
+1 castaway

These aren't the only changes you could make but it's a start. You also should keep in mind that this deck is no longer modified legal, you can now only use cards from hp on if you want to use this in a non-unlimited tournament. One more thing- is there any specific strategy for this deck? Please post one if there is. Overall this deck looks pretty good.
