Am I allowed to have an electronic device if there is no power flowing to it? Example; can I wear headphones even if they are no plugged into anything? Is that still electronic if it is dependent on another source in order for it to work?

So a Judge is supposed to take your word for it that it's not powered?
That if it's not powered this round, it won't be in a later round?

Why do you need to wear it, to tweak the staff and try to push the line to the edge?

This kind of behavior could earn major penalties.
