Well, I think they should keep whatever value they had. After all, the non-foil version is an uncommon, so there was no tournament-related reason for it to have a higher value.
The value goes by what it is. Look at PR Clefable and regular Clefable. Or Poketour Pikachu and Base set Pikachu.
Unfortunately, too many got released at once due to the closing out of the program.
