Empo VS Sabeleye

This came up during a battle at leauge last week. I am playing Empoleon, my opponent, Blissey. I have an active Empoleon fully powered. My opponent has a Sabeleye CG active and disables my Surf Together. I level the Empo up to the LV X. Does leveling up take away effects of attacks such as disable, or not? Me, nor my LL were sure of the answer.

Yes. Leveling up removes all effects including Disable.
