Well, I put the pair in just for kicks and to hurt random stuff like Gatr and Garde, adn I never really uased them.

Yeah, I suck.

4-3-4 Empoleon
3 Phione
1-1 Raichu d
1-0-1 Exploud (1-0-1 Infernape, but Exploud can use attacks easily without needed DRE)
1 Holons Castform
 
I made a fairly random Empoleon/Walrein deck a while back, it seemed too inconsistant, but with Phione it might work.
Something like:

3-2-3-1 Empoleon
3-1-2-1 Walrein MT/EX
1-1 Glalie MT
4 Phione

Probably wouldn't be that good, but it seems fun and disruptive.
