Strategy:
Hopefully start with Lapras to get the supporters like Scott and energy and the tools that youll be using. Set up a porygon2 as well as an empoleon. when lapras is KOed send out an Empoleon and just keep the Empoleons coming. Suicune will help retreive water pokemon back.

Please give me some feedback and suggestions. i really want to use this deck for states.

And also, what do you think i should take out if i want to run Absol ex PK and 4 Scoop ups?
 
I'd rather run a 1/1 Claydol line, who is much better and is resistant to BFs than a 1/1 Porygon2 line.

Also, I'd be verrrrry weary of a strategy involving lightning-weak pokemon and tools. Pachirisu GE which is played in 3-4 in almost any setup deck does 70 for [C] and discards your tool. It's absolutely CRUSHING to an empoleon.

Perhaps you should use other disruption besides cessation?
 
What would you suggest to replace cessation crystals?

If i had Unown G or Holon Energy WP on Empoleon, would it prevent Pachirisus discarding my tool?

And i still dont know about claydols-- i know the get you a new hand but wouldnt using 2 supporters a turn be faster?

these are the changes i personaly would make.
something like that.
i think that it would be more consistant.
i took out the glacias cause i doubt anyone will be playing :lightning and put in battle fronteir, but if that wont be helpful in your metagame i would take those out and put in plus power.

i put claydol in instead of porygon because its overall more consistant and works better with stevens.
with that combo you can draw a good 4-8 cards in 1 turn.

like ryan said, tools could be very crippling because of pachi, so maybe if you can, find somtthing different.
