When a card refers to an energy card by symbol, can special energy cards be included?

eg; SF's Magnazone #6 has a Poke-Power that simply says :lightning or :metal:. Could a special metal be chosen instead?

If that's all that it says, then yes.
It would have to specify "Basic :metal:" to exclude Special Metal.
