what is to happen to entei raikou legend after the rule rotation where we switch to the B/W rules?
thunder fall hits 80 to everything with powers. although powers and bodys are now becoming abilitys.
would this mean that ERL would now hit anything with body's and/or powers?
such as sableye, spiritomb, donhpan prime etc?

It just work in pokémon with powers. It will do 80 damage to pokémon with powers (pokémon with abilities or bodies won't be affected).

As I recall, until we see BW-on, we will have powers, bodies, and abilities as 3 separate entities. Powers can be played at will, bodies are passive, and abilities are either activated or passive. All cards that look for powers find only powers. All card that target bodies only target bodies. All cards that mention abilities only refer to abilities. They do not mix.

So no... ERL will only hit pokemon with Powers.

I'm assuming it will be ruled like Pokemon Powers in unlimited:

Anything affecting either Poke-Bodies or Poke-Powers does not affect Pokemon Powers/Abilities.

Anything that lists both Poke-Powers AND Poke-Bodies DOES affect Pokemon Powers/Abilities (for example, Cessation Crystal or Tyranitar's Power Claw).

Q. Something that affects Pokémon Powers in general, affects both "Poké-Powers" and "Poké-Bodies", right? So also, does something that affects both "Poké-Bodies" and "Poké-Powers" affect older style "Pokémon Powers" too?
A. Pokémon Powers are the general term for Poké-Bodies & Poké-Powers. Older cards that reference Pokémon Powers include both 'Bodies and 'Powers. Newer cards that affect both 'Powers AND 'Bodies affect older "Pokémon Powers" (as if "Pokémon Powers" read "Poké-Powers & Poké-Bodies"). (Oct 16, 2003 PUI Rules Team)

If I recall correctly, a combination of two separate cards that TOGETHER affect Poke-Powers and Poke-Bodies would affect Pokemon Powers (such as if I attacked with Gardevoir SW/Grumpig's Psychic Lock while I also had Dialga G LV X in play).
WARNING: THIS LAST POINT MAY BE INCORRECT
I just recall Pokepop saying that at one point long ago.

Abilities are affected in the same way Pokemon Powers are? Or are they considered separate and do not affect each other?

Yes, yoyo, you are correct. I asked that question a year ago. http://pokegym.net/forums/showthread.php?t=93492

Although ERL won't be AS powerful next format if it is HG/SS on, I can still see ERL being a great play. Here's a list off of good pogemonz with powers it will hit HG/SS on off the top of my head:

Shaymin - Celebration Wind
Smeargle - Portrait
Pachirisu - Self-Generation
Ninetails - Roast Reveal
Machamp Prime - Fighting Tag
Kingdra Prime - I forgot
Mr Mime - Trick Reveal
Noctowl - Night sight
Magnezone Prime - Magnetic Draw
Raichu Prime - Voltage Increase
Slowking - Second Sight
Unown - Dark

Spiritomb - Spooky Whirlpool
Roserade - Energy Signal
Weavile - Claw Snag
Lanturn Prime - Underwater Dive
Feraligator Prime - Rain Dance

predicted most common in bold.

ERL can also one shot a steelix with 4 special metals this format and next format...

and if wailord tank ever becomes popular next format - it might, then it roflstomps in one hit also <3

ERL definitely will not be going away soon!
