I have a question , which require a very through answer.
I was told by an event Judge last season that using a rare candy to evolve budew to roserade wasn't leagal he also stated that the compendium forum has the exact reason why . well evolving a fossil (ex: hexil fossil to omerstar (misspelled) was legal ,and I have a very hard time seeing the difference . rare candy say if have a stage 1 or 2 of a basic pokemon in your hand put on that basic pokemon it counts as evolving that pokemon. Can you put on the right track with this , thanks
 
Sure.
With Fossil Pokemon, you have a Basic (the Fossil), a Stage 1 that evolves from the Basic, and a Stage 2 that evolves from the Stage 1. The "evolves from" text is written on the Stage 1 and Stage 2. That is important.

With Budew, you have a Basic with a Poke-Power called "Baby Evolution, another Basic without the "evolves from" text, and a Stage 1 that evolves from the second Basic.

What you have here is a "special evolution". There is no standard evolution line here for Rare Candy to work from.
It needs that "evolves from" text on the entire line and it's not there.
