The reason for the lower than usual base damage on Bruno’s Medicham’s attacks is because when Pure Power is active, these attacks will be quite powerful. (Brick Smash will do 40 damage; Psychic will do 40damage plus 20 damage for each Energy on the Defending Pokémon.)
