Feebas and milotic ex

MY sister had a water based deck,and included feebas milotic lines
Then there was some confusion

Feebas poke-BODY: Submerge
As long as Feebas is on your Bench, prevent all damage done to Feebas by attacks (both yours and your opponent's).

If she had a feebas as an active and a feebas on the bench,does it mean the active feebas could not get damaged?(yours and your opponents)

Reflect Energy 70
Move 1 basic Energy card attached to Milotic ex to 1 of your Benched Pokémon.


What if she has no benched pokemon?
