Discard up to 2 cards from your hand. If you discard 1 card, draw 3 cards. If you discard 2 cards, draw 4 cards.

1) If a player has a hand size of 1 card or greater, can that player choose to discard 0 cards to draw nothing?

2) Although I'm assuming this answer is a definite no, I would like to confirm. May a player use Felicity's Drawing if the player only has Felicity's Drawing in hand?
