Is this an errata? The Ru/Sa card made it clear that you couldn't do Bench damage if you couldn't discard a Fire Energy (i.e. if you were copying the attack with Metronome). But the PK card makes it look like the 2 effects are unrelated. Or more specifically, like you do as much as you can of the first effect--discarding 0 energy--then you go on to do 10 damage to the Bench.
If the PK card is correct, does that set precedent for free Mudslides, Hydro Shots, etc., since those moves have the exact same wording as Fire Stream ("[R] enerugii o 1mai torasshu shi..." "[F] enerugii o 2mai torasshu shi..." "[W] enerugii o 2mai torasshu shi...")?
