Can you play first ticket, if you don't have basic in that hand and after playing it do mulligan?

Since you play it BEFORE the coin would be flipped, my interpretation is yes, as the coin is not flipped until both players have placed an active Pokemon.

Is this line of reasoning correct?

Not quite.
The coin is not flipped until each player has competed their set up.
You don't flip until EVERYTHING ELSE is done.
So, if one player has not set up yet, then it is not time to flip the coin yet.
You have to complete your set up first.
