First Turn First Player Rule

I could swear I read a rule where the first player's first turn they can't do something like use a Poke Power or Level Up? But the player that goes second can do it on their first turn. Is this a myth or an actual rule?

Actually as a side note, I don't see a rule in the rule book against leveling up on the first turn? Can you do that?

The only extra restriction the first player has above the player going second is that they can't play Trainers/Supporters/Stadiums on their first turn.

Neither player can evolve or level up on their first turn. Note that this does not apply to effects that evolve, just to normal evolution or leveling up

There are no restrictions on using Powers or Bodies for any turn.
