Flareon ex and Evolotionary Flame

I got 2 questions about Evolotionary Flame.

1.)If my oppent evolves then attaches an energy to there active is it to late to activate the power sense they have already moved on to there next action?

2.)Is there a time limit my opponent has to activate the pokepower sense it says "when you play flareon ex to evolve one of your pokemon." or do they have as long as they want. (Untill the Judge calls stalling on them of coarse.)

This sounds like a timing issue - you should call over a judge if there's a problem.

I don't know that I could give a precise answer to "how long" without seeing everything else going on in the game.
