Foreign card ruling

Hey, just wondering pokepop... My friend printed out a translation from pokemon-tcg.com and the judges didnt let him. But my friend told me that wasnt case. He said that the judge told him to have the actual english card for his translation or else he couldnt use it... Im not sure if he is telling the truth or not, but i want to make sure with you.

If the judge told him that he couldn't use the official Card Dex translation, the judge was wrong.
