I'm not sure if it's specifically in the new rule book, but it has been in the Rule Book that you can't perform an illegal evolution.
Anyway, read the attack. It doesn't say to search for a Kakuna.
It says to search for "a Pokemon that evolves from [this Pokemon]"
Note that when you copy an attack, you replace self references with "this Pokemon", so you don't read it as saying "Weedle".
And there is no Pokemon that evolves from Zoroark.
So you can do the deck search, but it will fail.
