Scenario A:
Zoroark uses "Foul Play" to copy Klinklang's "Zap Cannon" and flips tails.

Foul Play said:
Choose 1 of the Defending Pokémon's attacks and use it as this attack.

Klinklang's Zap Cannon said:
Flip a coin. If tails, this Pokémon can't use Zap Cannon during your next turn.

During the attacking player's next turn, can he use "Foul Play" on Zoroark again, assuming the effect has not been removed by benching or similar means? If so, can he choose to copy Zap Cannon again?

Scenario B:
Zoroark uses "Foul Play" to copy Klinklang's "Zap Cannon" and flips tails.

During the Klinklang player's subsequent turn, he retreats Klinklang for Raikou.

During the Zoroark player's turn, can he use "Foul Play" on Zoroark again, assuming the effect has not been removed? If so, can he choose to copy Raikou's Zap Cannon?

Raikou's Zap Cannon said:
During your next turn, Raikou can't use Zap Cannon.
