If I use Zoroark BW71's Foul Play attack on Blastoise UL13's Hydro Launcher attack, do you have to have the water energy to attack? This issue came up at league this week, and although we knew about the ruling with Blue Flare, we weren't sure rather or not the way the attack was worded would require you to have the water energy.

:colorless::colorless: Foul Play - Choose one of the Defending Pokemon's attacks and use it as this attack.

:water::water::colorless::colorless: Hydro Launcher - Return 2 :water: Energy attached to Blastoise to your hand. Choose one of your opponent's Pokemon. This attack does 100 damage to that Pokemon. (Don't apply Weakness and Resistance for Benched Pokemon.)
 
If you have Water or Rainbow Energy attached, you would return it.
If not, you would get away with not doing it.
