A fire and water deck!? That is doomed from the start. Plus this deck has way too many singles. Meh. I'd try to help it out but I'm not feeling up to this task this second.

Try to focus on the 3-3-3 Charizard line. Give it a Stage 1 or Basic support line and Electric tech, like Electabuzz. For Energy, use Fire, a few Electric (read: no more than 4), Double Colorless, and Recycle Energies. He likes Secret Mission? Nothing wrong with that, except that you have a single there.
