I just want to make sure I have some idea on how this interaction works.
Q: If I have an Ampharos(Damage Bind) on my bench and a Galactic HQ in play, could someone have a window of opportunity to use a "When you play this Pokemon" Poke' Power, such as Togekiss(GE) Serene Grace, before the Galactic HQ would see it and put damage counters on it?
I have a rough idea on the way it works but I'm not 100% I think the HQ would place damage counters before anyone has the chance to announce any powers. Please help
