Gallade's Psychic Cut

I heard a rumor that there is a new ruling for Gallade. I heard that a player may only flip prizes that are equal to the remaining HP of the pokemon to knock it out. In other words no overkill. If a gallade is active and attacks pikachu, may the gallade player flips all 6 prizes to ko pikachu?

There is no such ruling.
A player chooses how many prizes to flip. Then damage is calculated. Then it is determined if there is a KO or not.

There is no restriction on flipping more prizes than is needed.
