In a situation such as this:

"its a best 2 out of 3 match. Game 2 ended after time had been called and both players have won one game each."

How would determine who goes first and is game 3 a sudden death or a 6 prize game?

If game 2 was considered a complete game because enough prizes had been drawn, and each player was tied at one game each, then the match goes into Sudden Death and each player sets up for a one Prize game.
Who goes first would be decided by a coin flip.
