A player declared to their opponent that they would be taking one card for a mulligan however then forgot to actually draw the card.
Does the verbal declaration of the draw to the opponent means the card must then be drawn (and then this becomes a missed game mechanic action), or does the fact the card wasn’t drawn mean the verbal declaration is null and void.
In simpler terms, does the act of drawing the additional card or the verbal declaration take precedence?
