Game Setup Benched Pokemon

During setup, it has been established that you cannot change your active Pokemon once it is set.

Are you able to pick up benched Pokemon before the game starts?

This would be handled the same way any "change of mind" about playing a card would be handled during normal game play.
Did you let go of the card?
How long has it been sitting in play?
Is your opponent OK with you revising your decision?

Bottom line, check with your judge any time you want to change your mind about the play of a card.
