Garchomp Lv.X and Eevelutions

Herres my situation.

Level up to Garchomp Lv.X Restore Umbreon (The one that allows for all pokemon that evolve from eeve get 20 more hp)

So now what happens. I have a restored Umbreon, does it apply to itself becuase it did not evolve? It was restored.

I believe i could do this and get that boost becuase in the text is says 'evolve from eevee' not evolved from.

The bonus applies.
It says "evolves from", not "evolved from".
So it gets the bonus.
